Start seeds indoors 4 to 6 weeks before your last frost date in containers with well-draining seed-starting mix. Keep soil temperatures between 50 and 75 degrees Fahrenheit for optimal germination. Transplant outdoors after all danger of frost has passed and seedlings have developed true leaves.
Harden off seedlings over 7 to 10 days by gradually exposing them to outdoor conditions. Transplant into garden beds or containers (one gallon or larger) after frost danger has passed and soil has warmed. Space plants 12 to 18 inches apart to allow room for bushy growth.
Direct sow seeds into warm soil after all frost danger has passed and soil temperatures reach 50 to 75 degrees Fahrenheit. Plant seeds where you want them to grow, as sunflowers have sensitive roots and transplant reluctantly.
